The Rio Grande Foundation is claiming victory in its ethics complaint against Albuquerque Mayor Tim Keller, citing a recently approved settlement agreement with the mayor regarding an election-related post on the city's official website. The agreement stipulates that a post signed by Keller and urging citizens to vote for certain measures on the Nov. 5 Local Election ballot should not have been made on cabq.gov.

But the libertarian-leaning foundation lost another case related to its own involvement in the same election. The City of Albuquerque Board of Ethics and Campaign Practices unanimously decided that Rio Grande failed to comply with the city's Election Code by participating in the Nov. 5 election without reporting its related spending.

The board fined the foundation $500.
