The state Mental Health Board quickly and quietly exempted the controversial Narconon Chilocco New Life Center on Friday from the drug-treatment certification requirements it has spent months trying to enforce.

The board's decision likely means the center, which has been tied to the methods of Scientology founder L. Ron Hubbard, will soon be able to open fully and accept any clients, Narconon attorney Harry Woods Jr. said.

Only eight months ago, the same board rejected the center's methods and ordered it emptied.
