Smith said Monday that the six Indians in treatment will remain at Chilocco, "a special piece of land to Indians as sovereign land," Smith said Monday.

That statement drew the ire of the head of the Chilocco Development Authority, made up of representatives of five tribes that lease the land to Narconon.
