The city of Toronto has lost its last-ditch legal bid to overturn Doug Ford's cutting of council in 2018.

The Supreme Court of Canada sided with a lower court in a split 5-4 decision released Friday morning, with the majority ruling that the legislation passed by Queen's Park to change the makeup of city council to just 25 wards in the middle of the 2018 municipal election was constitutional.

Canada's top court said Bill 5, the Better Local Government Act, did not infringe freedom of expression rights and fell within the province's expansive powers.
