One of five tribes that lease land to a controversial drug-treatment center objects to another tribe's licensing of the facility, saying state certification of the center would not impinge on Indian sovereignty.

Narconon Chilocco has been operating without a state license since it opened about two years ago on Indian land near Kansas, and is fighting state efforts to shut it down.
