Chapman currently heads the Chilocco Development Authority, which has leased land owned by the five tribes to Narconon for a drug and alcohol treatment center.

"Some of the problems we're having with Narconon are due to the lease itself," signed in 1988 prior to his serving on the development authority, Chapman said.
