Clearwater wanted in on the fun. Following the lead of Tampa, St. Petersburg and Pasco County, the city enlisted the Urban Land Institute to provide unflinching input on how to improve a downtown that's lagging behind the other urban centers in Tampa Bay.

ULI, a nonprofit education and study organization based in Washington, D.C., issued its report Friday after an intensive week of on-the-ground research and interviews.

The most important reason that Clearwater has not reached its potential, the ULI PowerPoint titled Creating Bridges says, is, "EVERYONE is suspicious, frustrated, and angry. Everyone says they want to help but have been stymied."
