The Association for Better Living and Education is the umbrella organization that, in theory, operates most of Scientology's secular organizations, separated from the religious side. In practice, ABLE and the groups under it are under direct control of the main Scientology organization. At the top international or Int level of ABLE, staff are members of the Sea Org and subject to orders through command channels from leader David Miscavige, discipline such as Sec Checks as well as punishment such as the Rehabilitation Project Force.
