This bill caused a widespread outcry among religious groups[2] because it countered what is known as the Leahy-Kyl terrorism-related inadmissibility grounds (TRIG) reforms of 2007[3][4] that allowed refugee exemptions for those seeking a green card with no known ties to terrorism.
